A Learning Collaborative to Expand SBIRT into Hospitals and Other Medical Settings

Validated Tools, Date-Collection Requirements, and Timelines for Reporting SUB-1 (Alcohol Use Screening)



SUB-1 data collection for Medicare’s Inpatient Psychiatric Facility Quality Reporting (IPFQR) Program is set to begin January 1, 2014. While there are no new measures required for FY15 (requirements will continue to be HBIPS-2-HBIPS-7), facilities must begin data collection for patients 18 years of age and older who are discharged on or after January 1, 2014, for SUB-1 (Alcohol Use Screening). Data must be reported to CMS between July 1 and August 15, 2015, in order to assure a full payment update for FY16.

The call will begin with an overview of the SUB-1 measure by its measure steward, The Joint Commission (TJC), as well as an update on measure reporting requirements by Telligen (the CMS IPFQR Support Contractor). The call will feature a discussion with industry leaders regarding the clinical reasons for using validated screening tools for alcohol use, the types of tools available, their individual characteristics, indications for use, staff training, and reporting of findings. The purpose of this discussion is to help equip organizations to make an informed decision about the validated tool they will use to meet the CMS requirement for reporting of SUB-1.
